Ebay Shipping and Handling Question?

This is the item I want to buy but I am unaware of how the shipping works with this.. The product is 9.99 but my problem is understanding how the shipping works in. If you see it says shipping and handling 16.99.. Does that mean the total is 16.99 or shipping itself is 16.99 and added onto the 9.99 would be $27.
